Kittanning man charged for alleged decades-old sex abuse of young girl

State police say charges have been filed against a Kittanning man following an investigation into allegations that he sexually abused a young, female relative decades ago.

Police say the victim, who is now 28 years old, reported that she had been sexually abused by 51-year-old William Piper at multiple locations in Rayne Township, Indiana County.

According to the affidavit, troopers say the victim recalled one incident, when she was 5 years old, in which Piper reportedly performed sexual acts on her.

Police say during the interview, the victim later detailed a second incident, when she was 10 years old, in which Piper is accused of attempting to grope her.

During the course of the investigation, police learned that Piper was already jailed following an investigation into separate, similar accusations involving other female relatives.

Police say when they questioned Piper about the latest accusations, he reportedly admitted to inappropriately touching the victim.

Authorities note that Piper is currently jailed in Armstrong County for the prior allegations.

According to online court records, Piper faces charges of involuntary deviate sexual intercourse with a child, sexual assault, aggravated indecent assault and indecent assault of a person less than 13 years of age.
